Quanzhou, a Starting Point of Maritime Silk Road
Quanzhou is a coastal city located in southeast Fujian Province, with Fuzhou to its north and Xiamen to its south. It enjoys a subtropical marine monsoon climate and covers a land and sea area of 11,000 square kilometers respectively. With a resident population of 8.58 million, Quanzhou has jurisdiction over four urban districts (Licheng, Fengze, Luojiang and Quangang), three county-level cities (Jinjiang, Shishi and Nan’an), four counties (Hui’an, An’xi, Yongchun and Dehua), Quanzhou Eco-Tech Development Zone and Quanzhou Taiwanese Investment Zone. It is one of the province’s three major cities with priority to further development.
Quanzhou has a long history. Its initial development could be traced back to the Zhou, Qin and Han Dynasties.The first county in this area, Dong’an, was established in 260 A.D. In 700 A.D., the county was relocated to where now Licheng District of Quanzhou is, and was named Wurong Prefecture then. The prefecture was renamed Quanzhou in 711 A.D.
Quanzhou boasts rich cultures, earning such honors as the core area of Minnan Cultural System Protection Zone, one of the first 24 Chinese Historically and Culturally Renowned City designated by the State Council,and the first Culture City of East Asia in China. It has also seen the emergence of numerous historical figures,such as great thinker and litterateur Li Zhi, and great strategists like General Yu Dayou, General Zheng Chenggong and General Shi Lang. Besides its 71 museums, the city has 810 important heritage sites under the official protection of all levels, 31 of which are protected at state level. People today can still enjoy time-honored unique local operas including Nanyin, which was officially inscribed on UNESCO’s Masterpieces of the Intangible Cultural Heritage of Humanity, Liyuan Opera, Gaojia Opera, Dacheng Opera as well as Marionette show.
Quanzhou is a starting point of the ancient Maritime Silk Road. It was developed and thrived due to the sea since the ancient ages. In the Tang Dynasty (618~907 A.D.), it was one of the four largest seaports for foreign trade in China. In the Song (960~1279) and Yuan Dynasties (1271~1368), the “Zayton Port” was known as “the Largest Oriental Port”, witnessing businessmen from over 100 countries and regions, and enjoying a boom in trade with markets full of people of different colors and merchants from various countries flooding in.Meanwhile, cultures of the Ancient Persia, Arab, India and Southeast Asia find their wide spread and harmonious co-existence here, earning Quanzhou the name of “Zoulu by the sea”, meaning a costal land of cultural prosperity, “the City of Light” and “the Museum of World Religions”. And it was the site to build the first World Multicultural Exhibition Center. Currently, the “Historic Monuments and Sites of Ancient Quanzhou (Zayton)”has been submitted to UNESCO as a candidate for World Cultural Heritage.
Quanzhou is a renowned hometown of overseas Chinese, with 9.5 million people of Quanzhou origin scattered in about 130 countries and regions, 90% of whom are residents along Maritime Silk Road, the greatestnumber among all hometowns of overseas Chinese at the prefecture level nationwide. And in Taiwan, 44.8% of Han people, about 9 million, are originally from Quanzhou. As neighbors, Quanzhou and Taiwan have deep historical ties and maintain frequent exchanges in culture, kinship, folk customs, education, tourism, and other areas.
Owing to a dynamic economy featuring prosperous private businesses and manufacturing industry,Quanzhou’s economy has ranked first in the Province for 18 consecutive years. It has become one of the 18 Typical Areas of Reform and Opening Up, approved by the State as Pilot Zone for Financial Comprehensive Reform, Pilot Zone for Comprehensive Reform of the Private Sector, Comprehensive Bonded Area, National Innovation Demonstration Zone, and Demonstration City of “Made in China 2025”Strategy. Quanzhou is a pilot area of the 21st Century Maritime Silk Road and one of the maritime cooperation strategic pivot cities for “the Belt & Road Initiative”. It is the permanent venue for the International Arts Festival of Maritime Silk Road, and the Secretariat of Maritime-Continental Silk Road (MCSR) Cities Alliance has been set up in this city.
In recent years, by thoroughly implementing the ideology of General Secretary Xi Jinping’s socialism with Chinese characteristics for a new era and important directives for Fujian development, Quanzhou actively responds to the provincial government’s call of scaling new heights in building a new Fujian and has been striving to build the city into a beautiful and happy one featuring innovation, smart manufacturing and Maritime Silk Road culture. Progress has been made in its economic and social development. In 2016, the city’s GDP amounted to 664.7 billion yuan, per capital GDP reached 77,000 yuan, the general public budget revenue was 77 billion yuan and the per capital disposable income of residents was 30,855 yuan.
Introduction of Maritime Silk Road International Arts Festival
As an important measure for implementing “the Belt & Road Initiative” proposed by General Secretary Xi Jinping, the Maritime Silk Road International Arts Festival (abbreviated as “the Arts Festival”) is the first national level arts and cultural event with the theme of Maritime Silk Road approved by the Central Government,and as well as one of the highest standard international cultural exchange platforms in China. In 2014 and 2015, Quanzhou has successfully held the 1st and the 2nd Arts Festivals. And in 2015, the relevant departments of the Central Government formally approved that the People's Government of Fujian Province and the Ministry of Culture co-sponsor the Arts Festival in Quanzhou every two years.
Co-hosted by the Ministry of Culture of the People’s Republic of China and Fujian Provincial People's Government, and co-organized by Fujian Provincial Department of Culture and Quanzhou Municipal People's Government, the 3rd Maritime Silk Road International Arts Festival takes “Exhibition, Exchange, Cooperation and Promotion” as its aim under the theme of “Building the Maritime Silk Road”. The Festival covers three major categories, i.e. shows and exhibitions, forums, and cultural projects, including more than 70 key events,such as Opening Ceremony & Gala, Maritime Silk Road Forum on Arts Development, Maritime Silk Road Exhibition of Intangible Cultural Heritage, 2017 China-CEEC Cultural Season (Quanzhou), the 12th Quanzhou International Nanyin Symposium, the 5th China Quanzhou International Puppetry Festival, Flash Mob Activities in the Ancient City, the 2nd Foot Orienteering in the Ancient City of Quanzhou, the 2nd China (Anxi)Furnishing & Decoration Expo, the Maritime Silk Road Carnival, Maritime Silk Road Currency and Trading Photo Exhibit, Quanzhou Fine Arts & Crafts Exhibition and so on.
1. The logo takes the shape of Zayton flower (Erythrina flower), the city flower of Quanzhou, which also refers to the Zayton Port of ancient Quanzhou — a starting point of the ancient Maritime Silk Road.
2. The form of five petals resembles a dancing figure in traditional festive dances as well as a flying dove, a symbol of peace and friendship.
3. The five petals also symbolize international artists from all corners of the world, connected together by Maritime Silk Road, which embodies the spirits of the Festival-- “Exhibition, Exchange, Cooperation and Promotion”.
4. The color is a blend of colors of Zayton flower and the Ocean.
(1) "To the Ocean"
A large-scale show with pictures and sounds performed at the Opening Ceremony: The Gala, with Xing Shimiao, Fang Ming and Qu Cong as the creators, Bai Yansong as the host, and group songs as the core element, makes full use of dance, drama, film, acrobatics and other artistic forms, and integrates songs with different styles and vocal skills. The show highlights the unique local features of Maritime Silk Road, and displays the part Quanzhou plays in China and the world, and its images in the new era.
(2) Maritime Silk Road Forum on Arts Development
The Forum invites nearly 120 world-famous experts and scholars from the field of culture and arts, as well as representatives from political and economic circles, with "Shared Value –Development of Arts along Maritime Silk Road" as the theme. There are 3 sub-forums, i.e. "Common Heritages with Cross-cultural Interpretations", "New Ideas, New Maritime Silk Road" and "Diversified Perspectives & Globalization ". The Forum focuses on the future of arts development so as to demonstrate and safeguard the diversities of culture and arts in the process of globalization and promote the prosperity of different cultures of countries along Maritime Silk Road in the new era.
(3) Maritime Silk Road Exhibition of Intangible Cultural Heritage
The Exhibition in the Ancient City of Quanzhou, under the theme of "Treasures on the Maritime Silk Road", highlights the integrated protection for the intangible cultural heritages and their live demonstration. The Exhibition displays important intangible cultural heritage items from Quanzhou and other cities (autonomous regions and municipalities) of China, and from other countries and regions along the Maritime Silk Road. Representative items from 9 cities of Fujian Province, 23 provinces of China and 8 countries of 3 continents are presented in the exhibition.
(4) 2017 China-CEEC Cultural Season (Quanzhou)
The Activity, a project of the Ministry of Culture in 2017, invites about 150 actors of 12 outstanding art troupes from 11 Central and Eastern European countries, some countries along the Maritime Silk Road as well as Yokohama of Japan -- "Culture City of East Asia", and Gwangju and Jeju of South Korea to perform dance, music, drama and children’s dramas at Minnan Songs & Dances Heritage Center and Quanzhou Nanyin Heritage Center.
Introduction of Some Overseas Art Troupes
1. Macedonia Skopje Dance Troupe
Founded in 2011, Macedonia Skopje Dance Troupe is the first professional modern dance troupe supported by the Ministry of Culture of the Republic of Macedonia. Each year it hosts four public performances and is popular with both domestic and foreign tourists.
2. Slovenia Ljubljana Dance Theater
Slovenia Ljubljana Dance Theater, also known as PTL, was founded in 1984 by Kseniah Hiribal, one of the founders of the London Modern Dance Theater. PTL is the first professional modern dance troupe in the Former Federal Republic of Yugoslavia with several outstanding international dance competitions awards.
3. Serbian Balkanopolis Band
The Band is well-received by audience with different cultural backgrounds for it combines the traditional music of Byzantine and Balkan with the elements of rock and symphony. During the 2010 World Expo in Shanghai, the Band brought visitors with fantastic rock-and-roll music and traditional music.
4. Croatia Elvis Stanic Group Band
Founded in 1994, the Band, a world-class jazz band, well integrates the fluidity of Croatian traditional music into the contemporary trends of jazz.
5. Estonia FA Orchestra
Founded in January 2000, the Orchestra is a collaborative project with the Festivitas Artium, a non-profit organization, and the University of Tartu (Estonian National University). It works with many famous musicians from Asia and has performed in Europe, the United States, India, Argentina, South Korea, Sri Lanka and China.
6. Poland Maria Pomianowska Orchestra
The Orchestra is organized by Dr. Maria Pomianowska, a professor at the Krakow Conservatory of Music in Poland. The project of "Dragon and Eagles - Music Treasures of China and Poland" performs and studies Polish music (musical heritage of Medieval and Renaissance), and songs and performance works of unknown national musicians.
7. Vietnam Hanoi Theater
Founded in 1959, Vietnam Hanoi Theater is reputed as one of the leading professional theaters in Vietnam. The dramas of hot topics in the sociery it produced have generated a huge response among the audiences. It once performed for President Ho Chi Minh, leaders of other nations, international guests and delegations.
8. Egypt El Horrya Folk Troupe
The Troupe is one of the unique dance troupes under the Ministry of Culture of the Arab Republic of Egypt. This local troupe, founded in the 1990s, is the official representative of Egypt to participate in International Festivals. There are altogether 55 dancers and musicians, most of whom are college students in Egypt.
9. Jordan Orphan Arts Troupe
Founded by Ms. Juliette Awad, a well-known TV director and Jordanian Aramaic Theatre Association, the Troupe aims to promote the concept of "peace, friendship and environmental protection" and enjoys a great reputation in Jordan and Arab countries with a total audience of over 400,000.
10. Korea Gwangju Art Troupe
The Art Troupe, founded in 2007, was composed of the Flying Dance Group. The Dance Group values artistic creation and education, challenges all kinds of dance fields with artistic innovation, and contributes a lot to the development of diverse arts. It has won many awards such as the national Awards of Korea and Golden Prize in the Gwangju Dance Festival.
11. Korea Jeju Art Troupe
The Art Troupe consists of the traditional instrument band “Jeju Music” and the rock band “BAND MYOHAN”. “Jeju Music” is a Korean traditional music performing group founded by performers of traditional Korean music in 2012 and the first and only national music performing group in Jeju. The Band has participated in the Jeju Tamil State Spring Festival, “Jeju Festival” Celebration in China Hainan Province, 2016 Opening Performances in Nara, Japan—Culture City of East Asia and other performances at home and abroad. BAND MYOHAN is a rock band based in Jeju and has won Gold Prizes in 2013 Yamaha ASIAN BEAT (South Area) and 2014 Jeju Fringe Festival.
12. Japan Yokohama Troupe
W Dream, based in Yokohama, Japan, is famous for its samurai dance, acrobatics, and original dances that combine dances, slapping, songs and fencing, and has won a variety of awards at home and abroad.
(5) The 12th Quanzhou International Nanyin Symposium
As an important component of Minnan culture, Nanyin boasts a history of thousands of years and is known as the “living fossil” of Chinese music. In 2006, Nanyin was recognized as a national Intangible Cultural Heritage in China, and in 2009, it was listed by UNESCO as one of the world's representatives of the Intangible Cultural Heritage of the world. This Symposium invites 560 Nanyin lovers of 15 Nanyin groups from 8 countries and regions overseas and 21 groups from China.
(6)The 5th Quanzhou International Puppetry Festival
This Puppetry Festival invites over 400 people of 13 performing groups from 12 countries and regions overseas and 18 groups from China. The 74 shows in 34 venues of Quanzhou will feast the eyes and hearts of the local people and make the Festival a grand puppetry event with international influence.
(7)Flash Mob Activities in the Ancient City
The Activities, as a promotional effort for the Arts Festival, displays the charms of Minnan culture and Maritime Silk Road with unique artistic performances.
(8)The 2nd Foot Orienteering in the Ancient City of Quanzhou
More than 14,400 people signed up for the Activity. 500 people were selected to challenge the 50-kilometer route, 2500 people to take up the 25-kilometer classic routes on foot, and 2,000 people to participate the 6-km route, building it into an annual large-scale carnival event in the Ancient City of Quanzhou.
(9) The 2nd China (Anxi) Furnishing & Decoration Expo
The Expo, under the theme of “Art Makes Life Better”, displays Quanzhou traditional folk crafts with four major categories, i.e. Exhibitions & Performances, Arts and Crafts Competitions, Cultural Forums and Business & Trade Projects.
(10) Maritime Silk Road (Quanzhou) Fine Arts & Crafts Exhibition
The Exhibition brings together 180 masterpieces from 24 masters of Chinese Arts & Crafts and Ceramic Arts and over 320 representative works of more than 10 categories from masters of Arts & Crafts of Fujian Province. The live performances of masters and displays of the fine arts and crafts will make it a large-scale brand exhibition.
(11)Maritime Silk Road Currency and Trading Photo Exhibit
The development and circulation of currencies along the Maritime Silk Road presents a unique aspect of history which was closely connected with the economic and trade development, and the flows of population and goods. The over 600 coins exhibited were the major currencies circulated on the Maritime Silk Road, showing the blending history of East and West and reproducing the grand picture of peace and common prosperity along the Maritime Silk Road.

(2) Credentials Classification and Instructions, and Application for a Temporary Pass
The credentials refer to Main Card, Sub-card and Vehicle Permit. The Main Card is the sole credential that gives the holder access to relevant meetings and events, while a Sub-card is issued for corresponding meetings. Main Cards include VIP Card, Representative Card, Staff Card, Press Card, Performing Card, Audience Card, Volunteer Card and so on. Sub-cards include All-pass and those for Opening Ceremony, Forums and other Activities. Vehicle Permit includes vehicle permits A (Red Card), B (Blue Card), C (Purple Card), D (Orange Card), E (Green Card), F (Dark Blue Card) and G (Brown Card).

(3) Weather Forecast in the Arts Festival Period
The average temperature of mid-December in Quanzhou is 14.6 Celsius, which would be quite comfortable. And, there is a light precipitation during that period. The temperature would be around 10-20 Celsius on Dec.10-15.
(4) Time Zone and Time Quanzhou, Fujian is located between 117.34° and 119.05° east longitude. The time zone belongs to the Eastern Eight Zone (UTC/GMT+08:00), eight hours faster than Universal Time Coordinated (UTC) / Greenwich Mean Time (GMT).
(5)Currency and Credit Card The common currency in Quanzhou is RMB. If you need to exchange foreign currency, you can go to the cash counter on the first floor of Yingbin Building in Quanzhou Guest House or C&D Hotel, or commercial banks with the service of foreign currency exchange, such as Bank of China, Industrial and Commercial Bank of China, Agricultural Bank of China and China Construction Bank. Visa, Master, Union Pay and other signs of credit cards can be used on POS machines of businesses in Quanzhou.
(6) Power Supply and Power Plugs Chinese electricity standards voltage and Hz are 220V and 50 HZ. The power plug in common use is the national standard plug. It is mainly characterized by three flat heads. Please use the appropriate plug converter.
(7) Customs Entry & Exit Regulations of Declaration 1 Red & Green Channels are set for the Customs clearance of inbound and outbound passengers. Passengers who have articles to declare shall choose the declaration channel (Red Channel) for Customs clearance, fill in The Baggage Declaration Form of the Customs of the People's Republic of China for Inbound & Outbound Passengers and make a written declaration to the Customs. 2 The inbound and outbound passengers who hold the diplomatic and courteous visa issued by the government authorities of the People's Republic of China shall take the initiative to produce the valid document to the Customs. And the Customs shall grant exemption. 3 Please observe the Customs regulations and accept the supervision from the Customs. It is strictly forbidden to carry items prohibited from entering and leaving the People's Republic of China.
(8 )Tax Refund Regulations
1 “Tax Refund Articles” refer to the personal goods purchased by overseas passengers at the tax refund stores and eligible for tax refund, but the following items are excluded:
The prohibited and restricted exit articles listed in The prohibited and restricted articles of entry and exit of the People's Republic of China; goods sold in tax refund stores are eligible for VAT exemption policy; other articles stipulated by the Ministry of Finance, the General Administration of the Customs and the State Administration of Taxation.
2 If an overseas passenger applies for tax refund, the following requirements shall be also met:
a. The amount of tax refund items purchased by the same overseas passenger on the same day at the same tax refund store will be up to 500 CNY;
b. Tax refund items are not used or consumed;
c. The departure date is less than 90 days from the date of purchasing tax refund items;
d. The purchased tax refund items are carried by the overseas passengers themselves or consigned abroad with luggage.
3 The specific procedure of the departure tax refund: the purchase of tax refund goods; the verification and confirmation of the Customs; tax refund of agencies.
4 The currency of tax refund is CNY. The means of tax refund include cash refund and bank transfer tax refund. If the amount of tax refund is less than 10,000 CNY, you can choose the means of tax refund by yourself. If the amount of tax refund is more than 10,000 CNY, the tax refund will be made by bank transfer.
Industrial Bank Co. LTD is the departure tax refund agency for the purchase of overseas passengers at the exit ports in Fujian Province (except for Xiamen City), that is, Fuzhou Changle International Airport, Quanzhou Jinjiang Airport and Pingtan Strait High-Speed Passenger Terminal.
